In the second 8 count, is count 4 a touch or a step? 4 - touch left, 5 step forward on the right (can't do both) or should we be walking forward L,R,L, touch right?

I agree with Marianna T., the second count of 8 should be walk back RLRL step together, then walk forward RLRL step together so dancers can do the twist. I plan to teach the dance using this terminology because touching with the Left foot makes no sense if we lead with the Right foot going forward.
